With reference to your letter "24575/1920" of be 31st May, enclosing a copy of despatch from the wernor of Hong Kong with regard to certain railway terial originally destined for Russia but stored at ng Kong, I am directed by the Minister of Munitions o atate, for the information of Viscount Milner, that he approached the Foreign Office with a view to
rangements being made whereby the United States thorities would agree with His Majesty'e Government Si to the manner of sale of this material.
The Foreign Office, however, recently suggested to this Department that, ir as much as negotiations were hen taking place with a view to the resumption of trade with Russie, and as the reorganisation of the railways
ald be the first essential of such trade, it appeared eferable not to dispose of this material. In view
these representations by the Foreign Office, Lord erforth did not further press the Foreign Office to
arrangements for the sale of the material.
